To many, it is simply a well-positioned commercial destination at 600 East Pratt Street.
But its name is not decorative. It is intentional.
And it carries the weight of a life that helped shape Baltimore’s educational future.
Lockwood Place, a David S. Brown Enterprises property, is named in honor of Dr. William V. Lockwood, a pioneering educator and administrator whose work transformed higher education access in Baltimore and whose leadership helped bring a major downtown campus to life.
During Black History Month, his story stands as a reminder that Baltimore’s progress has always been built not only by institutions, but by individuals with vision, resilience, and a commitment to community.
A Life Rooted in Education and Determination
Dr. William V. Lockwood’s journey began far from Baltimore.
He was born in Alexandria, Louisiana, and later moved with his family to Waukegan, Illinois, where he attended local schools.
From there, he charted a path that would lead him into some of the most respected educational institutions in the country.
In 1938, he earned his bachelor’s degree in chemistry from Morgan State College, one of the nation’s most important historically Black colleges and universities.
At a time when opportunities for African-Americans were constrained by segregation and systemic barriers, Dr. Lockwood’s academic achievements represented both personal excellence and cultural defiance.
“His life long devotion to educational advancement made him instrumental in transforming the dream of the Harbor Campus into a premier institution of higher learning.”
Military Service and Remarkable Leadership
With World War II underway, Dr. Lockwood was inducted into the U.S. Army in 1940 and served with the Army Corps of Engineers.
After the D-Day invasion in 1944, he served as commander of a large marshaling camp near Dorchester, England.
He entered the Army as a private and was discharged as a major, a remarkable achievement in any era, and particularly notable for a Black serviceman during a time when the military itself reflected the racial divisions of American society.
A longtime friend, retired District Judge William H. Murphy Sr., described him as “a remarkable man,” noting that his military rise was an extraordinary accomplishment.
Advanced Degrees and a Growing Influence
After the war, Dr. Lockwood continued his education, earning a master’s degree in psychology from Northwestern University in 1947.
In 1956, he earned a doctorate in administration and guidance from Johns Hopkins University, further establishing his expertise as a leader equipped to shape institutions.
Baltimore, a city defined by complexity, history, and ambition, would become the stage for his most lasting work.
Breaking Barriers at Baltimore City Community College
In 1964, Dr. Lockwood joined what was then known as the Community College of Baltimore. His early roles included serving as coordinator of the Junior College Study Project and head of the evening division.
He also directed the evening division at Morgan State University.
His leadership was evident quickly.
By 1968, he became Dean of Faculty for the Harbor Campus. In 1970, he was named Vice President, making him the first African-American to hold a high-ranking administrative post at the institution.
Colleagues remembered him as brilliant, determined, and unwavering in his mission.
Barbara Faw, the college’s community relations director and the first Black professor in the economics and business department, described him as a man who faced obstacles but refused to surrender to them.
“He faced many obstacles as a Black man at the institution, but he never gave up.”
Building the Inner Harbor Campus: A Legacy in Brick and Steel
Dr. Lockwood’s most visible legacy was the project he helped bring to life: the construction of Baltimore City Community College’s downtown campus.
He oversaw and managed the development of the $14.5 million Inner Harbor campus, which opened in 1976, a significant investment not only in infrastructure, but in access to opportunity.
He retired in 1975 due to health reasons, but his impact remained embedded in the institution’s growth and direction.
In 1977, the college dedicated the south building in his name and honored him with the title of Vice President Emeritus.
At the time, the recognition carried historic significance. As Barbara Faw noted, he was among the very few living African-American men who had a major building in downtown Baltimore named in their honor.
Lockwood Place: Where History Continues to Work
The story does not end with a building dedication.
Lockwood Place sits on the original site of the educational facility that once bore his name, continuing the spirit of the campus he helped establish.
Today, this multi-use complex represents a modern evolution of the same mission: serving Baltimore through commerce, connectivity, and community presence.

In 1965, he was appointed deputy regional director of the Department of Labor’s Neighborhood Youth Corps, a program created under the Economic Opportunity Act of 1964 to expand job training and pathways for young people.
He also served in numerous professional organizations, including the Advisory Council on Higher Education, the Committee on School-College Relations, and the Middle States Association of Colleges and Secondary Schools.
He was a longtime member of Douglass Memorial Community Church, where he served for more than 50 years and met his wife of 53 years, the former Eva Frances Brown.
