The legacy behind Lockwood Place and why his story matters during Black History Month
In Baltimore’s Inner Harbor, where visitors gather for waterfront views and city energy, there is a name quietly woven into the fabric of the downtown landscape: Lockwood Place.
To many, it is simply a well-positioned commercial destination at 600 East Pratt Street.
But its name is not decorative. It is intentional.
And it carries the weight of a life that helped shape Baltimore’s educational future.
Lockwood Place, a David S. Brown Enterprises property, is named in honor of Dr. William V. Lockwood, a pioneering educator and administrator whose work transformed higher education access in Baltimore and whose leadership helped bring a major downtown campus to life.
During Black History Month, his story stands as a reminder that Baltimore’s progress has always been built not only by institutions, but by individuals with vision, resilience, and a commitment to community.
A Life Rooted in Education and Determination
Dr. William V. Lockwood’s journey began far from Baltimore.
He was born in Alexandria, Louisiana, and later moved with his family to Waukegan, Illinois, where he attended local schools.
From there, he charted a path that would lead him into some of the most respected educational institutions in the country.
In 1938, he earned his bachelor’s degree in chemistry from Morgan State College, one of the nation’s most important historically Black colleges and universities.
At a time when opportunities for African-Americans were constrained by segregation and systemic barriers, Dr. Lockwood’s academic achievements represented both personal excellence and cultural defiance.
“His life long devotion to educational advancement made him instrumental in transforming the dream of the Harbor Campus into a premier institution of higher learning.”
Military Service and Remarkable Leadership
With World War II underway, Dr. Lockwood was inducted into the U.S. Army in 1940 and served with the Army Corps of Engineers.
After the D-Day invasion in 1944, he served as commander of a large marshaling camp near Dorchester, England.
He entered the Army as a private and was discharged as a major, a remarkable achievement in any era, and particularly notable for a Black serviceman during a time when the military itself reflected the racial divisions of American society.
A longtime friend, retired District Judge William H. Murphy Sr., described him as “a remarkable man,” noting that his military rise was an extraordinary accomplishment.
Advanced Degrees and a Growing Influence
After the war, Dr. Lockwood continued his education, earning a master’s degree in psychology from Northwestern University in 1947.
In 1956, he earned a doctorate in administration and guidance from Johns Hopkins University, further establishing his expertise as a leader equipped to shape institutions.
Baltimore, a city defined by complexity, history, and ambition, would become the stage for his most lasting work.
Breaking Barriers at Baltimore City Community College
In 1964, Dr. Lockwood joined what was then known as the Community College of Baltimore. His early roles included serving as coordinator of the Junior College Study Project and head of the evening division.
He also directed the evening division at Morgan State University.
His leadership was evident quickly.
By 1968, he became Dean of Faculty for the Harbor Campus. In 1970, he was named Vice President, making him the first African-American to hold a high-ranking administrative post at the institution.
Colleagues remembered him as brilliant, determined, and unwavering in his mission.
Barbara Faw, the college’s community relations director and the first Black professor in the economics and business department, described him as a man who faced obstacles but refused to surrender to them.
“He faced many obstacles as a Black man at the institution, but he never gave up.”
Building the Inner Harbor Campus: A Legacy in Brick and Steel
Dr. Lockwood’s most visible legacy was the project he helped bring to life: the construction of Baltimore City Community College’s downtown campus.
He oversaw and managed the development of the $14.5 million Inner Harbor campus, which opened in 1976, a significant investment not only in infrastructure, but in access to opportunity.
He retired in 1975 due to health reasons, but his impact remained embedded in the institution’s growth and direction.
In 1977, the college dedicated the south building in his name and honored him with the title of Vice President Emeritus.
At the time, the recognition carried historic significance. As Barbara Faw noted, he was among the very few living African-American men who had a major building in downtown Baltimore named in their honor.
Lockwood Place: Where History Continues to Work
The story does not end with a building dedication.
Lockwood Place sits on the original site of the educational facility that once bore his name, continuing the spirit of the campus he helped establish.
Today, this multi-use complex represents a modern evolution of the same mission: serving Baltimore through commerce, connectivity, and community presence.
As one of the first commercial Inner Harbor structures named after an African-American leader, Lockwood Place stands as both a destination and a tribute.
The location remains strategically positioned at the heart of the city, surrounded by Baltimore’s cultural institutions, tourism corridor, and waterfront economy.
But more importantly, it carries forward something deeper: the idea that Baltimore’s most valuable landmarks are those built on purpose.
Civic Leadership and Community Service
Dr. Lockwood’s influence extended well beyond academia.
In 1965, he was appointed deputy regional director of the Department of Labor’s Neighborhood Youth Corps, a program created under the Economic Opportunity Act of 1964 to expand job training and pathways for young people.
He also served in numerous professional organizations, including the Advisory Council on Higher Education, the Committee on School-College Relations, and the Middle States Association of Colleges and Secondary Schools.
He was a longtime member of Douglass Memorial Community Church, where he served for more than 50 years and met his wife of 53 years, the former Eva Frances Brown.
Why His Story Matters During Black History Month
Black History Month is often framed around famous names.
But cities are not shaped only by national figures.
They are shaped by the builders of institutions, the architects of opportunity, and the quiet visionaries who move progress forward even when resistance is loud.
Dr. William V. Lockwood represents that kind of legacy.
He was an educator who expanded access.
A leader who helped modernize Baltimore’s higher education landscape.
A Black professional who broke barriers at a time when the doors were not easily opened.
And a Baltimorean whose name now stands in the center of the city he served.
“Lockwood Place is more than a property name. It is a reminder that Baltimore’s future has always been shaped by those bold enough to build it.”
A Living Tribute in the Heart of Baltimore
Today, Lockwood Place continues to stand as a vital Inner Harbor destination, honoring a man who believed in the power of education and the responsibility of institutions to uplift communities.
For David S. Brown Enterprises, Lockwood Place is not only an important property in our portfolio.
It is also a symbol of Baltimore’s story: progress anchored in legacy, excellence built through vision, and history that still matters.
This Black History Month, we honor Dr. William V. Lockwood not simply as a name from the past, but as a legacy still active in the present.
Because the greatest tributes are not statues.
They are the places that continue to serve people.
Explore Lockwood Place
Located in the heart of Baltimore’s Inner Harbor, Lockwood Place continues to serve as a premier mixed-use destination for business, community, and commerce.
Lockwood Place holds a rare distinction in Baltimore’s Inner Harbor. It is recognized as one of the first commercial buildings in the Harbor district to be named after an African-American leader, honoring Dr. William V. Lockwood, a trailblazing educator whose vision helped shape higher education in the city’s urban core.
In a place built on visibility, his name is part of the skyline.

At David S. Brown our Residential division, has always believed that resident experience is everything.
From the first tour to the first maintenance request, from move-in day to renewal season, the goal is simple: create communities where people feel proud to live, supported by a team that genuinely cares.
That is why we are excited to share a major milestone.
David S. Brown Residential has ranked #37 in the nation with an A grade (92.373) on the ApartmentRatings/SatisFacts epIQ Index Top 50 Property Management Companies Report for January 2026.
This ranking is more than a number.
It is a reflection of our commitment to excellence, responsiveness, and resident satisfaction across our portfolio.
What Is the epIQ Index?
The Experience & Performance Intelligence Quotient (epIQ) Index is one of the most trusted performance metrics in the multifamily industry.
Powered by verified ApartmentRatings and SatisFacts data, the epIQ Index is designed to deliver the most authentic and actionable insights for both renters and multifamily professionals.
Think of it as a community “report card” that measures real resident experiences.
Unlike rankings based on opinions alone, the epIQ Index is built using verified data over a rolling 365-day period and is updated daily, meaning every day is an opportunity for property management teams to improve performance and build stronger resident relationships.
Why This Ranking Matters (To Renters and Residents)
Apartment living is about more than floor plans and amenities. It is about trust.
When renters search for a new home, they want to know:
Will the property team respond quickly?
Will management listen when something goes wrong?
Will I feel valued after I sign the lease?
Is this a community where people actually enjoy living?
The epIQ Index helps answer those questions by evaluating the factors that matter most in day-to-day resident life.
Being ranked Top 50 nationwide and earning an A grade signals that David S. Brown Residential communities are delivering the kind of experience residents notice, appreciate, and talk about.
How the epIQ Index Is Measured
The epIQ Index is comprised of four key categories, measured over the most recent 365 days.
Here is what makes up the score:
1. Renter Ratings
This category reflects the average ratings from renter reviews and surveys.
Why it matters: Ratings capture the real experience of living in a community, including customer service, maintenance response, cleanliness, and overall satisfaction.
2. Review Count
This category measures the number of reviews per unit, compared to other communities nationwide.
Why it matters: A higher review count provides a more accurate picture of resident experience and increases transparency for future renters.
What you need to know: Often, it comes down to a simple and honest approach. When residents share a compliment or positive moment, it is the perfect time to ask them to share their experience online.
It is also important to avoid review gating or offering incentives, as that violates FTC guidelines.
3. Manager Review Engagement
This category tracks the percentage of reviews that receive a management response.
Why it matters: Residents want to know they are heard. Prospective renters also pay close attention to how management communicates publicly. A thoughtful response is often viewed as proof of how residents are treated behind the scenes.
Custom, sincere responses build trust and strengthen reputation.
4. Manager Review Reply Time
This category measures the average amount of time it takes management to respond to reviews.
Why it matters: Speed matters. A fast response shows attentiveness, accountability, and leadership.
What This Achievement Says About Our Communities
Ranking #37 nationally is a proud moment, but it also reinforces what we strive for daily:
Excellence is built in the small moments.
It is built in:
Prompt maintenance responses
Professional leasing experiences
Respectful communication
Clean and well-maintained communities
Proactive service that residents can rely on
This recognition reflects the dedication of our onsite teams, maintenance professionals, leasing specialists, and property managers who show up every day with one mission: serve residents with consistency and care.
Our Commitment Moving Forward
While we are proud of this accomplishment, we also know something important:
The epIQ Index updates daily.
That means excellence is not something you earn once. It is something you prove repeatedly.
At David S. Brown Residential, we are committed to continually improving, listening to resident feedback, and raising the bar across every community we manage.
Because great property management is not about maintaining buildings.
It is about building trust.
Thank You to Our Residents
This ranking would not be possible without the residents who take the time to share reviews, feedback, and experiences.
Your voices matter. Your opinions shape our communities. And your feedback helps us improve.
To every resident who has made a David S. Brown community their home: thank you.
